According to the present disclosure, an apparatus and method for transferring heat from moving or stationary hot surfaces using impinging jet are disclosed. The heat transfer apparatus comprises a test foil, a run-out table comprising at least two test beds, at least two stepper motors, at least two ball screws and a moving plate, an auto transformer connected to the test foil through at least two electrical cables, at least one fluid supply unit designed to discharge a fluid, at least one nozzle and a thermal imaging capturing device. The test foil is heated to a first temperature level by supplying a test current using the auto transformer and the nozzle discharges the fluid to the hot test foil when the test foil is stationary or moving horizontally in the linear direction of movement while the thermal imaging capturing device measures the temperature of the hot test foil.
