An IP address delivery apparatus 1 comprises: a display unit 1a; a storage unit 33 that stores an IP address management table 33a in which IP addresses are associated with and managed together with the intra train placement positions of devices for which the IP addresses are to be used said IP address management table 33a also including information as to whether the IP addresses have been used or unused; and an IP address delivery unit 30a that upon reception of an IP address request from a request source device refers to the IP address management table 33a thereby displaying on the display unit 1a unused IP addresses and the associated ones of the intra train placement positions accepts input information for selecting from among the unused IP addresses displayed on the display unit an IP address associated with the intra train placement position of the request source device and that selects on the basis of the input information the IP address which is to be allocated to the request source device from the IP address management table 33a.
