The present invention discloses an energy-saving electric water heater, including a housing, an inner container, a water inlet pipe, a water outlet pipe and a drain outlet, wherein an insulating layer is arranged between the housing and the inner container. The energy-saving electric water heater also includes a blister-barrier cap, wherein the blister-barrier cap is arranged between the housing and the inner container and sleeves on the water inlet pipe and the water outlet pipe in an inserting manner.
