The method comprises: a terminal sends a network selection request to a policy server; the terminal acquires a decision result given, according to the network selection request and a pre-set decision policy, by the policy server; and the terminal selects, according to the decision result and a peripheral network detection result, a radio access network for access. The network selection method and system in multiple radio access technologies provided by the technical solution can realize network selection in multiple radio access technologies.
