Disclosed are an access control method and apparatus for a service in a broadband cluster system, and a cluster terminal. The method comprises: determining a service type of a service to be accessed, the service type comprising a low-delay-requirement service; when it is determined that the service to be accessed is a low-delay-requirement service, determining whether a current subframe meets a preset low-delay-requirement service access condition; and if the current subframe meets the preset low-delay-requirement service access condition, completing access of the service to be accessed. According to the present invention, the time at which a low-delay-requirement service is to be accessed is controlled according to the characteristic that the low-delay-requirement service allows delayed access, so that broadband resources are preferentially provided for a high-delay-requirement service to ensure timely access of the high-delay-requirement service, thereby avoiding network congestion caused by simultaneous initiation of network access requests by a large number of cluster terminals, and ensuring timely processing of the high-delay-requirement service.
