An OLED luminescent device and a display device. The OLED luminescent device comprises a cathode (1), a luminescent layer (2), an anode (3), a substrate (4), and a light extraction layer (5). The light extraction layer at least comprises a first material layer (51) and a second material layer (52). The first material layer is located on the substrate, and the second material layer is located on the first material layer. The first material layer and the second material layer are correspondingly provided with a first contact surface (511) and a second contact surface (521) that are in contact with each other. Vertical sections of the first contact surface and the second contact surface are in a mutually-nested regular zigzag form. A relationship among a refractive index of the first material layer, the refractive index of the second material layer and the refractive index of the substrate is: nfirst material layer nsubstrate nsecond material layer. Emission of light from the side surface of the OLED luminescent device can be decreased, the light emission amount of the luminescent surface of the OLED luminescent device can be increased, and the light out-coupling rate of the OLED luminescent device is improved.
