Disclosed is a micromolecular cluster water preparation method: firstly putting a metal ring into treated water, the metal ring being provided with an electric discharge hole; applying an alternating magnetic field to the side of the metal ring, such that the electric discharge hole of the metal ring generates an electric discharging phenomenon so as to refine the macro water molecular cluster into a micromolecular cluster. Also disclosed is a micromolecular cluster water preparation device using the method. The device comprises a non-magnetic container for accommodating the treated water, a metal ring and an alternating excitation coil; the metal ring is disposed in the non-magnetic container and is provided with a discharge hole; the alternating excitation coil is disposed on the outer side of the non-magnetic container located on the side of the metal ring, thus applying the alternating magnetic field to the side of the metal ring. The present invention simplifies existing preparation methods, shortens the preparation period, and has a simple structure; in addition, a water sample
