The present invention comprises: a drying device (1) that dries coal; a dry-distillation device (3) that dry-distils coal dried by the drying device (1); a cooling device (5) that cools coal dry-distilled by the dry-distillation device (3); an inactivation device (7) that inactivates coal cooled by the cooling device (5); and cyclones (28, 94) that recover pulverized coal generated from the coal. The pulverized coal recovered by the cyclones (28, 94) is supplied to an absorption fluid supplied to a scrubber (32) that processes discharged gas. As a result, mercury generated by a coal upgrading plant can be removed.
