Disclosed are a background model extracting method and apparatus and an image processing device. The extracting method comprises: acquiring a current image of a monitored area; extracting a foreground image area from the current image on the basis of a background model; calculating a ratio of the number of pixels in the foreground image area to the number of pixels in the monitored area; comparing the ratio with a preset threshold; and initializing the background model when the ratio is smaller than the preset threshold. As a result, the background model can be extracted by use of a relatively appropriate image, a ghost phenomenon occurring during the image detection process can be reduced, and objects having a relatively low moving speed or remaining stationary for a particular period of time can be detected, while at the same time achieving higher image detection accuracy and better noise tolerant capability.
