[Solution] A traveler-oriented settlement assistance server 100 according to the present invention comprises: a communication device 107 which communicates with other devices; a storage device 101 which associates and stores travelers' passport information, information about means of transportation or facilities used during traveling, and biometric authentication information; and a calculation device 104 which compares a traveler's biometric information, which is included in settlement information received from a terminal 200 of a duty-free facility, with each of the sets of biometric authentication information that are included in the biometric authentication information stored in the storage device 101, and that are associated with predetermined valid passport information and information about either means of transportation or facilities used, wherein if one of the sets of biometric authentication information matches the traveler's biometric information, then the calculation device 104 returns information for permitting the settlement to the terminal 200.
