This offender identification device (10), for identifying offenders who have committed a traffic offense, including pedestrians, is provided with an offense detection unit (12), an image acquisition unit (11), a personal information storage unit (15), and a face authentication unit (14). The offense detection unit (12) detects pedestrian or bicyclist traffic offenses. The image acquisition unit (11) acquires images of the offender of a traffic offense. The personal information acquisition unit acquires personal information from a personal information storage unit (15) which stores personal information including face information. If a traffic offense has been detected by the offense detection unit (12), the face authentication unit (14) identifies the offender by comparing the face of the offender of the traffic offense included in an image acquired by the image acquisition unit (11) with face information included in the personal information acquired by the personal information acquisition unit.
