A power plant according to the present invention creates electricity as renewable energy, the source of energy being bio-ethanol checked and certified as 100% plant-based so as to be renewable. The bio-ethanol is not directly used as fuel but is reformed with green hydrogen using a reformer and is burnt using a hydrogen-only gas turbine and a fuel cell. Accordingly, power can be generated on the same line at the same location continuously for 24 hours by generating power using the turbine, a power generator, or the fuel cell. Ethanol is extremely safe, does not have stringent safety standards relating to storage thereof, and is able to be stored as a liquid at room temperature even when stored upon being condensed. As such, fuel storage and transport is facilitated.
