Provided are a gloss evaluation device, a gloss evaluation method, and a gloss evaluation program that are capable of evaluating gloss of the skin with a high level of accuracy. In the gloss evaluation device according to the present invention, a skin evaluation index calculation unit 5 calculates, as a skin evaluation index, a difference in chroma on a test subject's face between a portion where glossing occurs easily and a portion where glossing does not occur easily, which are set as analysis ranges, and, on the basis of the difference in chroma, a luster and shininess evaluation unit 6 evaluates the luster and shininess of the skin.
