A cross-polarization-ratio calculation unit (12) determines radar reflection factor Z_hh for horizontal polarization transmission and horizontal polarization reception, which is the reflected wave intensity after integration of reflected wave intensities V_hh(n) calculated by a reflected-wave-intensity calculation unit (11), and radar reflection factor Z_vh for horizontal polarization transmission and vertical polarization reception, which is the reflected wave intensity after integration of reflected wave intensities V_vh(n+2), and calculates a cross-polarization ratio LDR_vh that is the ratio of radar reflection factor Z_hh and radar reflection factor Z_vh. As a result, even if three types of polarization transmission and reception processing are repeated, it is possible to calculate the cross-polarization ratio LDR_vh.
