The present invention discloses a combined control agent for preventing and treating cutworm-damage, comprising the following components by weight percentage: chitosan 2-8%, wormwood oil 3-9%, matrine 2-5%, and trichoderma viride culture solution as the balance added to 100%; wherein the trichoderma viride solution is prepared after a trichoderma viride-enriched medium is inoculated with trichoderma viride-enriched sporulation culture; the sporulation culture medium is composed of the following components by weight percentages: 4% of camphor clastic, 1% of corn flour, 0.003% of copper hydroxide, 0.05% of magnesium sulfate, 0.01% of manganese sulfate, 0.003% of ferrous sulfate, and water as the balance added to 100%, and the trichoderma viride is inoculated with 0.1% of the sporulation culture medium. The present invention has the effects of killing and repelling the damage of cutworms to crops, inducing the crop to generate self-protection, promoting the robust growth of crops, and improving crops quality.
