An indoor positioning and navigation system (100), signal transceiving devices (130), mobile positioning devices (140), and an indoor positioning and navigation method. The indoor positioning and navigation system (100) comprises: a parking lot management system (120) which stores a parking lot map, and identifiers (ID) and position coordinates of the signal transceiving devices (130); parking space detectors (110) which are provided on parking spaces and detect where there is a vehicle on the parking space; the signal transceiving devices (130) which are mounted on the roof and sidewalls of the parking lot or garage pillars at intervals, and receive communication signals transmitted by the mobile positioning devices (140) and feed back acknowledgement signals; the mobile positioning devices (140) which are wirelessly connected to the parking lot management system (120), transmit the communication signals and receive the acknowledgement signals from the signal transceiving devices (130), position the mobile positioning devices (140) according to the time differences between the transmission of the communication signals and the reception of the acknowledgement signals of the mobile positioning devices (140), identify the mobile positioning devices (140) and vacant parking spaces on the parking lot map, and navigate the vehicles to the vacant parking spaces. In the indoor positioning navigation system (100), the time differences of the signal transceiving devices (130) do not need to be unified, and each mobile positioning device (140) has an independent signal processing module (143) which is able to individually process signals.
