Provided are a device to device discovery method, a small base station energy-saving method, and a small base station and a macro base station. A small base station sends a D2D discovery authorization request to a macro base station, to acquire a D2D discovery resource assigned to the small base station by the macro base station; and the small base station executes D2D discovery according to the D2D discovery resource, and makes a power-saving decision according to an execution result of D2D discovery. By means of the present application, a small base station can discover a UE, and determines whether there is a UE in a non-connection state within a cell. Thus, by making an off decision using a result of D2D discovery, the validity of an on/off decision is greatly improved.
