A technology information collection method during power measurement and a measuring system, to be applied in the field of mobile phone systems, and the method comprising: recording a power consumption threshold value of a mobile phone app (S100); measuring the time that the app occupies a CPU (S101); according to the time that the app occupies the CPU, calculating the power consumption (S102); determining whether or not the power consumption of the app exceeds the power consumption threshold value (S103); if no, keeping unchanged (S104); if yes, alerting a user of the power consumption information of the app, and transmitting data on technology usage to a data collecting terminal preset by a manufacturer (S105). The method records a power-consumption threshold value of a mobile phone app and alerts a user when the power consumption of the app exceeds a certain value, thus affording the user more reasonable use of the power of the mobile phone, thereby improving the utilization rate of the power of the mobile phone. At the same time, timely feedback after use of the technology allows for manufacturers to collect data on the use of relevant technology in a timely and effective manner.
