The objective of the present invention is to strip sheathings encompassing a conductor and a neutral wire of an underground cable in order to lay the underground cables to be buried under the ground. More specifically, the present invention relates to a manual underground cable sheathing stripping device and an underground cable sheathing stripping method using the sheathing stripping device, the method using the sheathing stripping device so as to successively enable accurate rotation-cutting type stripping from the front end of the underground cable without damaging the neutral wire and the like therein when the sheathing of the underground cable is stripped, thereby preventing, in advance, an accident of an operator during a sheathing stripping operation, providing a remarkable improvement of work efficiency such as a rapid operability and, particularly, enabling the sheathing stripping operation to be easily performed anywhere since the stripping device is portable.
