Provided are a cardiac function measurement device, a cardiac function measurement method, and a cardiac function measurement program, whereby cardiac function can be monitored over the long term and there is little burden on the measurement subject. The cardiac function measurement device (10) for measuring data for evaluating cardiac function has: an irradiation unit (80) that irradiates light on the neck; an imaging unit (20) for obtaining image data of the neck; and a venous discrimination unit (52) that discriminates the shape of a jugular vein (A) in the obtained image data and calculates a degree of complexity (V) indicating the complexity of the shape.
