The present discloses an optical fiber testing device. The optical fiber testing device is provided with the following: a first light emitting unit that radiates a first light beam into an optical fiber strand that moves in the axial direction and that has a glass strand and a resin cover; and a first light receiving unit that receives light resulting from the first light beam being scattered in the optical fiber strand, and converts the received light into an electrical signal. The optical axis of the first reception unit passes through the irradiation position where the first light beam strikes the optical fiber strand, and as a result of the first light beam and the optical axis of the first reception unit intersecting diagonally, the first light beam is prevented from directly entering the first light reception unit.
