The purpose of the present invention is to improve the overall work efficiency in a work process by allocating workers on the basis of work efficiency information which changes from moment to moment. The work management device according to the present invention is provided with: a zone information acquisition unit which divides a workplace into a plurality of zones and acquires zone information including at least zone extent information, which is information indicating the extent of each zone; a worker information acquisition unit which acquires worker information including at least association relationships between workers and zones for which the workers are responsible; a work result information acquisition unit which acquires first work result information representing the latest work results for each zone; a work evaluation measure calculation unit which calculates a first work evaluation measure for each zone on the basis of the first work result information; and an allocation calculation unit which calculates an allocation of workers and zones on the basis of the worker information and the first work evaluation measure for each zone.
