Disclosed are apparatus, a server and a controlling method for managing public data quality. According to the present invention, public data is opened to public or another organization and data quality is continuously and constantly managed to vitalize use of the data, such that the use of the public data through the opening is more invigorated. The quality management of the public data is more effectively achieved when activities and supporting resources related to the data quality are managed in a process. Recurrence of a same data error is prevented by analyzing, chasing and removing a fundamental cause interfering with the data quality in accordance with continuous improvement of the data through the procedure of data processing, and data error measuring and revising. Human resources having a plurality of hierarchical structure for managing the data quality are provided, so that the data quality of an organization is optimized through the management and control of the human resources as well as the data processing.;COPYRIGHT KIPO 2016
