The present invention relates to a complex for controlling an enzyme-substrate reaction; a bio-switch chip for controlling an enzyme-substrate reaction which includes a conductive board and the complex; a method for manufacturing the bio-switch chip; and a method for adjusting an enzyme-substrate reaction using the bio-switch chip. The complex comprises a conductive polymer matrix and an enzyme located in the matrix, and controls reactivity between the enzyme and a substrate by applying voltage to a conductive polymer.
