A BCH encoder, a BCH decoder, a system including the same, and a method of operating the same are disclosed. A method of operating a BCH encoder according to an embodiment includes a step of generating first parity codes by encoding a plurality of data transmitted from a host in a row direction, a step of generate second parity codes by encoding the plurality of data in a column direction, and a step of arranging the plurality of data, the first parity codes, and the second parity codes based on zero padding bits included in the first parity codes and the second parity codes.
