The present invention relates to a grout composition for a high pressure spray ground modifying scheme, wherein the grout composition comprises 5-100 parts by weight of a strength assisting material inspected and determined to have 0.045 mm (45 m) residual dust of 10% or less, inspected and determined to have 0.045 mm (45 m) residual dust of 10% or less with respect to 100 parts by weight of pulverized and classified blast furnace slag fine powder. According to the present invention, freed CaO, SiO_2 components of blast furnace fine powder are activated through composite stimulation of active magnesia and sulfate which are strength assisting material components, so strength which is equivalent to or higher than that of class 1 normal cement can be expressed.
