The present invention relates to an environmentally-friendly ceramic coating agent for preventing surface corrosion and deterioration of a steel structure, and to a method for constructing the same, wherein the environmentally-friendly ceramic coating agent does not include heavy metals and environmental hormone materials, recycles high purity recycled silica or recycled alumina which is a process byproduct as a filler, is able to be hardened at room temperature and at low temperature after being coated, and can be easily constructed.
