The present invention relates to an earth retaining wall structure having a double-layered steel plate and a construction method of a retaining wall using the same and, more specifically, to an earth retaining wall structure having a double-layered steel plate, which improves the strength and supporting force thereof by enabling the construction of a concrete wall using the arrangement of reinforcing bars, and a construction method of a retaining wall using the same. The earth retaining wall structure having a double-layered steel plate comprises: H-piles which are arranged at uniform intervals; walls which are formed by driving steel plates or sheet piles; and an earth retaining wall which is composed of steel panels coupled to the outer sides of the H-piles.
