The present invention relates to a retaining wall construction method for ensuring safety by using PC panels and permanent anchors. The retaining wall construction method promotes structural stability of a retaining wall and prevents loss of tension of the retaining wall. According to the retaining wall construction method for ensuring safety by using PC panels and permanent anchors, the panels with structural stability are used and a fiber reinforcing material, which has attachment force and tensile strength, is used for a lower base after excavation to prevent subsidence, falling, falling by joints, and cracks on the base which are caused by a lack of support force for the lower base. Accordingly, the retaining wall construction method for ensuring safety by using PC panels and permanent anchors mitigate drawbacks of an existing method. When a lower retaining wall is constructed and backfill is performed, the fiber reinforcing material, which functions as a soil gravity-type retaining wall, is arranged and then soil is tamped to prevent any pressure of soil from being applied to the retaining wall panels. Consequently, cracks on the panels are prevented from being generated. In addition, displacement and falling are prevented by fixating a lower base on an upper portion and a rear side to prevent subsidence and displacement of the panels. Therefore, tension loss of the anchors for stability of the retaining wall panels and soil surface is prevented. Therefore, the retaining wall construction method provides permanent stability of the soil surface by ensuring stability during construction.
