According to an embodiment of the present invention, a traffic information big data integrating part comprising receiving a number plate image of a vehicle from each of a plurality of user terminals, and vehicle information including a time and a spot for obtaining the image, and forming traffic information big data by integrating the identification number, position, and time of the vehicle in real time; a target information obtaining part receiving an identification number of a tracking target vehicle from a control terminal; a target latest position obtaining part obtaining a target position and a target time corresponding to the identification number of the tracking target vehicle; a branch point probability calculating part calculating a route for the arrival of the tracking target vehicle from the target time to the present time, detecting branch points on the route, and calculating the probability of branching from the branch points; and a target current position predicting part multiplying each route for arrival by the probability of branching, and calculating the present position of the tracking target vehicle based on a result of the multiplying and then transmitting the position to the control terminal.
