The present invention relates to a GPS-based geodesic surveying system for manufacturing a map of an underground facility. More specifically, the GPS-based geodesic surveying system for a manufacturing a map of an underground facility: collects precise location information and facility information through an indicator including basic information about an underground facility and a GPS; and graphically processes underground facility information, which used to be estimated by a plan and an experience of a worker in the field, by using the location information and the facility information to increase management effectiveness.
