According to the present invention, disclosed are an internet protocol security (IPSec) virtual private network (VPN) apparatus, system and method using a software defined network (SDN) and network function virtualization (NFV) to provide VPN communications between VPN gateways of a head office and a branch. The IPSec VPN apparatus comprises: a SDN control unit to control SDN connection of a single tunnel between an SDN switch of a branch VPN gateway and an SDN switch of a head office VPN gateway; and a VPN module connected to the SDN control unit to relay key exchange between the head office VPN gateway and the branch VPN gateway. According to the present invention, the VPN gateways of the head office and the branch are connected by the single channel based on the SDN and the head office VPN gateway selected in consideration of load distribution among the head office VPN gateways multiplexed based on the NFV is assigned to the branch VPN gateway.;COPYRIGHT KIPO 2016
