Flood and drought information evaluation and prediction technique development to provide intelligent information according to an embodiment of the present invention is to design a decision-making support algorithm by establishing direction of a rural water disaster information service. The rural water disaster information service is classified into a drought field and a flood field. An information providing step may include: a first step of providing management data, analysis data, and application data; a second step of constituting a database by gathering weather information, land usage status, basin feature factors, irrigation facility status, and other water region information by considering a pre-treatment process of all sorts of models related with disaster analysis; a third step in which realization of the information service is reflected by changing an information paradigm from a supplier-oriented paradigm into a consumer-oriented paradigm, and is planned to be able to actively cope with a knowledge information society, and disaster information service items are provided by being classified into drought information, flood information, and other information; a fourth step of constituting the system in order for the rural water disaster information service to provide drought information, flood information, and other information in accordance with the water region per irrigation facility on the basis of GIS; and a fifth step of providing information on the basis of normal users, and providing professional information through manual input manipulation of a professional user.
