The present invention relates to a private LTE APN setting apparatus for receiving user access information by interworking with an external system such as access control system and setting a private LTE APN in a user terminal, a private LTE APN setting system and a private LTE APN setting method. The private LTE APN setting apparatus according to the present invention includes an access information receiving part for receiving the access information of a user′s business place; a user terminal inquiry part for inquiring the user terminal of the user with the user information of the received access information; an access judging part for judging whether the user goes into or out of the business site with regard to the received access information; and a private LTE APN setting part for transmitting a request for switching to the private LTE APN to the inquired user terminal when it is determined that the user goes into the business site.
