The present invention relates to an indoor and outdoor seedling tray holder. More specifically, the indoor and outdoor seedling tray holder comprises: a body unit (10) having an open top, having hanging projections (13) formed in both inner sides thereof, and having a tray insertion space (15) and a fresh water space (17) which are respectively formed at the top and the bottom thereof on the basis of the hanging projections (13); a tray (20) having a seedling insertion space (23) formed therein, having a selectively opened and closed top, inserted in the tray insertion space (15), and hung and fixed on the hanging projections (13); and a circulating unit (30) having one side connected with the fresh water space (17), having the other side disposed in the seedling insertion space (23) of the tray (20), and circulating water of the fresh water space (17). The original purpose of holding a seedling tray is intactly maintained, and water is continuously supplied through a circulating unit. By means of a cover structure at the top of the seedling tray, moisture is prevented from being indiscreetly supplied to a seedling, and moisture can be suitably supplied, so a cultivating person can conveniently cultivate the seedling. A cover unit capable of being selectively opened and closed is opened or closed to ventilate the inside of a body unit, so fresh air is supplied to the seedling (plant), thereby helping the seedling to grow. When a seedling (plant) is grown in an indoor place, in an outdoor place, or even in winter, temperature can be maintained while the seedling is cultivated, by means of heat wires.;COPYRIGHT KIPO 2017
