The present invention relates to a hot-tapping drilling apparatus and a hot-tapping drilling method. The hot-tapping drilling apparatus comprises: a main fitting whose inside is welded and mounted on one side of a pipe; a main drilling machine which is arranged on the outside the main fitting and drills a hole on the pipe; at least one auxiliary fitting inclined and mounted on the main fitting adjacent to an uncut portion of the pipe by the main drilling machine; an auxiliary drilling machine which is arranged on the outside of the auxiliary fitting and drills a hole on an uncut portion of the pipe by the main drilling machine; and a valve body mounted between the fittings and the drilling machines. According to an embodiment of the present invention, if a cutter is inserted and fixed in the pipe when drilling hole on the pipe by the main drilling machine, the auxiliary drilling machine and a cutting device are used to cut an uncut portion of the pipe.
