The present invention relates to a method for manufacturing an eco-friendly primer that has deodorizing and antibacterial effects when applied to a wall and a floor of a cement structure after concrete structure and cement plastering construction and before construction finishing material application, painting, and tiling. When the composition according to the present invention is applied to cement structures such as apartment complexes, offices, and houses, the composition according to the present invention permeates fine pores of the concrete structure and cement plastering construction surface to form a thin film. The thin film makes the tissue of the concrete structure and cement plastering firmer and prevents heavy metal toxicity and hexavalent chrome outflow, and the eco-friendly water-soluble primer composition neutralizes the toxicity of the heavy metal resulting from the cement by the antibacterial and deodorizing effects of the composition.
