The present invention relates to a complex marine power generating system with wind power and current power generation functions, capable of increasing power generation efficiency by using a single blade and selectively changing a power generation mode depending on the flux of ocean currents and wind power. The present invention includes: a blade rotated by wind power or ocean currents; first and second sensors detecting the flux of the currents and the volume of the wind; a power generation and height control device generating power by converting mechanical energy by the blade into electric energy, and controlling the height of a tower depending on the flux of the currents and the volume of the wind detected by the first and second sensors; a height control unit controlling the inflow of water or air into a ballast tank in accordance with the control of the power generation and height control device; and first and second towers of which height is vertically controlled in accordance with the height control of the height control unit. As such, the complex marine power generating system is formed.
