The present invention relates to a device for measuring an orientation and horizontalness using an astronomical observation which uses an observation of a celestial body to accurately measure an orientation and horizontalness of an observer. The device for measuring an orientation and horizontalness using an astronomical observation comprises: a location/time input module to use a GPS signal to acquire a current location of an observer and time information or manually receive a location and time; a horizontal mechanism unit to maintain horizontalness and measure an orientation; an astronomical sensor unit placed on the horizontal mechanism unit to observe a celestial body; an orientation calculation unit to calculate an orientation and an angular distance with respect to the current location and the zenith of the celestial body based on the current location, the time information, and astronomical observation information of the astronomical sensor unit to calculate a horizontal inclination to compensate an orientation value read by the horizontal mechanism unit for a horizontal inclination to calculate a precise orientation value; and a display unit to display a measured orientation of an arbitrary target by control of the orientation calculation unit. The orientation and the zenith of the celestial body are observed to accurately calculate the horizontal inclination and measure the orientation of the target to be measured without an error.
