The present invention relates to a method for manufacturing a catalyst for alcohol oxidation based on metal-organic frameworks (MOF) and, more specifically, to a method for manufacturing a catalyst for oxidation of a primary alcohol, capable of realizing high yield with respect to various substrates and significantly improving stability and reproducibility of a catalyst compared to usual HKUST-1 by pyrolyzing HKUST-1 at a high temperature, using the same as a catalyst for oxidation of a primary alcohol and an organic base as a base, and establishing optimal reaction conditions and to a method for oxidizing a primary alcohol using the same.
