The present invention relates to a composition for preventing or treating liver diseases comprising an extract of Rosa rugosa Thunb. as an active ingredient. The extract of Rosa rugosa Thunb. is effective in inhibiting phosphorylation of Smad molecules caused by transforming growth factor beta 1 (TGF-β1) which is increased when liver cells are damaged, and does not cause toxicity to normal cells.
