The present disclosure relates to a technology for a sensor network, machine to machine (M2M) communication, machine type communication (MTC), and internet of things (IoT). A method and an apparatus for a location-based service of the present invention can be utilized for an intelligent service (smart home, smart building, smart city, smart car or connected car, health care, digital education, retail business, security, safety related service, etc.) based on the technology. The method comprises the processes of: detecting a first signal in a first mode for scanning the first signal related to a location of a location-based service; and determining whether to switch to a second mode for transmitting a second signal related to a location of a terminal according to information related to the second mode included in the first signal.
