The present invention relates to a shoulder safety management system which uses an LED streetlight installed on a shoulder to use a wired/wireless communication network installed in the streetlight to perform a storage and transmission function of an emergency situation if the situation suddenly occurs by a vehicle or a driver while driving on an expressway at night to park the vehicle on the shoulder to allow a vehicle driving behind to recognize the danger situation for safety of an automobile parked on the shoulder or a person. The present invention relates to a specifically designed LED streetlight with an integrated LED which has a CCD camera or a CMOS camera to photograph an image, a wired/wireless device to transceive an image of the camera and a voice by a microphone attached to the camera, a network module to transfer the image or the voice to the internet or output voice information to the LED streetlight from a server side, and a storage device attached thereto to store the voice and the image of the camera. The image is stored in real time by the camera attached to the streetlight with the LED to check an image of an emergency accident by the camera attached to the LED streetlight when the accident of the vehicle or the driver occurs. A stored image is searched by checking an ID of a corresponding streetlight from a remote location when needed or a photographed image is automatically transmitted to a road construction situation room by a designated server to easily determine whether an accident is genuine by image data of the corresponding server and monitor a traffic condition of a corresponding region in real time.;COPYRIGHT KIPO 2017
