Disclosed are an image processing device and an image processing method selectively encrypting an image. The image processing method according to embodiments of the present invention includes the steps of: compressing the image including a plurality of regions; selectively encrypting partial regions of the plurality of regions; generating encryption information representing whether each of the plurality of regions is encrypted; and transmitting an encoded image and the encryption information. Accordingly, the present invention can reduce an amount of data to be encrypted and resources consumed for encryption.
