The present invention relates to a culture medium of mesenchymal stem cells, derived from an embryo in amniotic fluid and, more specifically, to a composition for promoting hair growth or preventing hair loss, which comprises, as an active ingredient, a culture medium of the mesenchymal stem cells derived from an embryo in amniotic fluid, in which a dedifferentiation factor, Nanog, is overexpressed. In addition, the present invention relates to a method for preparing the composition which comprises the following steps: culturing, in a conditioned medium, mesenchymal stem cells derived from an embryo in amniotic fluid into which Nanog is introduced; and collecting the culture medium. A conditioned medium composition according to the present invention exhibits a hair growth promoting effect, and thus can be utilized as a cosmetic composition and a pharmaceutical composition for promoting the hair growth.
