The present invention provides a broadband extremely high refractive index mesoscopic crystal structure using space-filling of electric dipoles, which has an experimentally confirmed mega dielectric constant, and an optical apparatus using the same. According to one embodiment of the present invention, the crystal structure comprises: a first layer having multiple high conductivity unit bodies arranged in a matrix shape and a low conductivity material arranged between the high conductivity unit bodies to insulate the high conductivity unit bodies from each other; a second layer adjacent to the first layer and having multiple high conductivity unit bodies arranged in a matrix shape and a low conductivity material arranged between the high conductivity unit bodies to insulate the high conductivity unit bodies with each other; and a blocking layer made of a low conductivity material and interposed between the first and second layers. Each high conductivity unit body of the first layer is overlapped with a plurality of high conductivity unit bodies disposed of in the second layer, and sequentially stacking the first layer, the blocking layer, the second layer, and the blocking layer is repeated once or more.
