The present invention relates to a method and apparatus for distributing dynamic load between heterogeneous mobile networks. The present invention is configured to calculate an access probability based on weight in accordance with characteristics of a service area where a frequency band, the number of antenna layers, and a terminal device is positioned, and to access at least one communications network of two heterogeneous communications networks in accordance with the calculated access probability, thereby being able to distribute dynamic load, thus solving a problem of reducing a communications quality caused by the generation of overload or failure in any one communications network.
