The present invention relates to a method which involves a step of mounting a noctilucent sheet capable of emitting green light at the wavelength of 520 nm in a light-blocked environment onto an exterior of a standing water tank, and then irradiating the same at 12 hours of intervals for 2-4 months. The mounted noctilucent sheet can efficiently reduce energy by emitting an afterglow for a specific amount of time, which is beneficial in culture industries compared to previous light irradiation using light-emitting diodes (LEDs). The green noctilucence at the wavelength of 520 nm emitted from the noctilucent sheet activates proliferation mechanisms for fish physiologically, thereby bringing a large amount of seedlings in a short period by promoting breeding frequency and oocyte maturation.
