The present invention relates to an apparatus and method for load distribution and power management for a virtualization server cluster. The apparatus for load distribution and power management comprises: a monitoring unit which monitors load distribution data, regarding server nodes included in a server cluster, and dynamic states of the respective server nodes; server node information storage unit which stores information about static states of the respective server nodes; a policy determination unit which determines load distribution policies for the respective server nodes and power management policies for the respective server nodes by using information acquired through the monitoring of the monitoring unit and the information about the static states stored in the server node information storage unit; and a control unit which switches the states of the server nodes into active states or inactive states based on the power management policies, and controls loads for a service request, requested by a service client, to be distributed to activated server nodes based on the load distribution policies.
