The present invention relates to a hair composition comprising Monascus purpureus fermentation oil complex fermented through a fermentation process of Monascus purpureus, which is characterized by comprising 0.0001-10 wt% of the Monascus purpureus fermentation oil complex, with respect to a total weight of the composition for improving hair and scalp conditions. The Monascus purpureus fermentation oil complex, compared to common natural plant oil, has remarkably excellent effects of mitigating irritation after a use of a hairdye, increasing hair strength, increasing hair gloss, growing hair, protecting hair from UV rays, and preventing hair loss, thereby being usefully used as an agent for improving hair and scalp conditions.;COPYRIGHT KIPO 2017
